Founded in 2017, the Urban Agenda Partnership on Innovative and Responsible Public Procurement has evolved over the past eight years into a significant European network. Recently, the Partnership published the final report of its 2022-2024 Action Plan, highlighting the successful completion of all planned initiatives.

Milestone Achievements

One of the key achievements of the 2022-2024 Action Plan is the creation of a platform designed to provide updated information and facilitate knowledge sharing on innovative and strategic public procurement.

The Urban Agenda for the EU Public Procurement platform acts as a central hub, consolidating resources and insights collected by the Partnership since 2017, while also featuring an extensive Resource Bank with contributions from various public procurement sources across Europe. This platform connects a wide network of professionals and organizations dedicated to sharing public procurement knowledge. Those interested can join the community by signing up on the platform.

e-learning modules

The Partnership has also produced a position paper that highlights the key recommendations from their partners, designed to improve the strategic use of public procurement in tackling social, economic, and environmental challenges. Procurers play a vital role in implementing EU priorities at the local level, particularly in driving the twin transitions of the Green Deal and the digital transformation of European society. Adopting these recommendations can drive transformative progress, fostering sustainable economic growth, a circular economy, energy transition, sustainability, gender equality, social responsibility, and innovation.

Another key outcome is the update of the  e-learning modules, now including relevant links to learning and guidance materials from other providers. This update ensures users have access to a wider range of resources, promoting ongoing learning and the adoption of best practices in public procurement.

Next steps

The Public Procurement Partnership aims to incorporate several new developments into the upcoming action plan, including contributing to the revision of EU legislation and regulations. Additionally, the Partnership seeks to address emerging challenges, such as artificial intelligence, circular procurement, and socially responsible and innovative procurement, to tackle future societal issues.
