Unleashing Synergies Across the EU Urban Agenda Partnerships
The first meeting was conducted online on March 26th, focusing on immediate feedback for the emerging Action Plans of the Sustainable Tourism and Greening Cities Partnerships from more experienced Thematic Partnerships while the second, a comprehensive in-person session, took place on April 23rd in Brussels, providing a platform for deeper engagement and strategic synergies. Held at Comet Meetings – Louise in Brussels, the in-person meeting facilitated the exchange of experiences, challenges and solutions among approximately 40 participants from 7 Thematic Partnerships, the European Commission, the Committee of the Regions, and the European Urban Initiative. The day featured presentations, break-out room discussions, and plenaries, fostering mutual exchanges and collaboration.
Collaboration Across Diverse Urban Priorities
The partnerships involved covered a wide range of urban issues while each one of them is at a different stage in the development and implementation of their Action Plans, providing a rich tapestry of experiences and insights. Newer initiatives like Food and Cities of Equality are in the early stages of identifying key priorities and points of interest, laying the ground for their Action Plans’ outlines; Greening Cities and Sustainable Tourism have just formulated their Actions drafting a first version of their Action Plans; Culture and Cultural Heritage, Public Procurement and Inclusion of Migrants and Refugees are actively implementing their strategies and have moved beyond their typical 3 years lifespan, extending their activity and updating their Action Plans with new Actions, carrying invaluable experience from all the stages of the journey. This diversity allowed for a rich exchange of experiences and provided a spectrum of insights into both design, development, implementation and dissemination strategies.
Strategic Recommendations for Enhancing Urban Agenda Partnerships
The inaugural online Coordinators and Action Leaders Meeting (CALM) in March provided pivotal feedback for the Sustainable Tourism and Greening Cities Partnerships, setting a crucial foundation for addressing common challenges within the Urban Agenda for the EU. This session, enriched by the insights from the older partnerships Inclusion of Migrants and Refugees, Public Procurement, and Culture and Cultural Heritage, emphasized the importance of designing focused actions and realistic outputs that consider the needs of their target groups but also adaptable actions that reflect on the evolving EU legal frameworks. The meeting also highlighted the critical need for effective stakeholder engagement, ensuring political backing, and enhancing visibility and impact through multi-stakeholder involvement.
The Coordinators and Action Leaders Meetings have significantly strengthened the collaborative framework of the Urban Agenda for the EU. During a full day event, Partnerships’ representatives had the opportunity to work together articulating common challenges, sharing strategies and solutions across design and implementation stages and defining concrete actions to facilitate cross collaborations. A dedicated workshop with break-out sessions was the pivotal moment to foster an environment of mutual learning and support, allowing partnerships at various stages of development to benefit from shared experiences tackling issues like siloed working and partners engagement to enhance implementation strategies effectively. The discussions also emphasized managing expectations and aligning urban agenda goals with local needs to ensure relevant and impactful actions. Strategies to enhance dissemination included developing strategic synergies to share outputs more effectively, using targeted communication to break the Urban Agenda 'bubble,' and linking tangible outputs with participatory activities. Key tasks moving forward include improving communication across all governance levels, establishing regular exchange mechanisms, and preparing for the next EU programming cycle, all aimed at integrating actions at the local level and influencing EU policymaking.
Forward-Looking Strategies and Next Steps
The meeting concluded with a forward-looking agenda, emphasizing continuous engagement, inter-partnership collaborations, upcoming in-person meetings, and public consultations for emerging Action Plans, scheduled for the summer of 2024. Partnerships are poised to finalize their Action Plans, incorporating feedback to enhance their strategies and amplify their impact.
